Proposed W3C Patent Policy

The W3C have come up with an astoundingly bad proposal for a policy to deal with patents in their standards. Furthermore, the group responsible have apparently done nothing to inform people of this new policy. There is a public consultation period which has been running for two months and ends today, but no members of the public appear to have been aware of this until today. During August and the first three weeks of September the on-topic posts to the firstname.lastname@example.org list were outnumbered by the spam. Today there have been over 100 posts, almost entirely in opposition to the proposal.
Adam Warner has done sterling work in analysing the implications of the proposal. There's also a discussion of the issue on Advogato. I'd like to make a response to the proposal, but I don't think I could say anything that hasn't already been said.
